We propose a novel edge detector in the presence of Gaussian noise with the use of proximal support vector machine (PSVM). The edges of a noisy image are detected using a two-stage architecture: smoothing of image is first performed using regularized anisotropic diffusion, followed by the classification using PSVM, termed as regularized anisotropic diffusion-based PSVM (RAD-PSVM) method. In this process, a feature vector is formed for a pixel using the denoised coefficient’s class and the local orientations to detect edges in (...) all possible directions in images. From the experiments, conducted on both synthetic and benchmark images, it is observed that our RAD-PSVM approach outperforms the other state-of-the-art edge detection approaches, both qualitatively and quantitatively. After being at the periphery for decades, India's proactive engagement with East and Southeast Asia has gradually transformed it into an active participant in Asian regional organizations and multilateral processes. This paper examines early Indian attempts at forging pan-Asian unity and assesses the motivations and impact of its Look East Policy. It evaluates India's changing role towards regional cooperation in South Asia and sub-regional groupings, the impact of domestic politics, and discusses how China has influenced Indian perceptions and strategy towards (...) Differential scanning calorimetry (DSC) has been employed to investigate the glass transition activation energy E g, thermal stability and glass-forming ability (GFA) of Se90In10− x Sb x (x = 0, 2, 4, 6, 8, 10) chalcogenide glasses. DSC runs were performed at six different heating rates. Well-defined endothermic and exothermic peaks were obtained at glass transition and crystallization temperature. The dependence of glass transition temperature T g on heating rate (α), as well as composition of Sb, has been studied. From (...) the dependence of glass transition temperature on heating rate, the E g has been calculated on the basis of the Kissinger [Anal. Chem. 29 (1957) p.1702] and Moynihan [J. Phys. Chem. 78 (1974) p.267] models. Thermal stability has been monitored through the calculation of temperature differences T c–T g, the stability parameter S, and the enthalpy released during crystallization H c. The GFA has been investigated on the basis of the Hruby parameter H r, which is strong indicator of GFA. Results for GFA are in good agreement with fragility index F i calculations, indicating that Se90In6Sb4 is an excellent glass-former. (shrink)

This paper illustrates the importance of monitoring health facility-level information to monitor changes in maternal mortality risks. The annual facility-level maternal mortality ratios (MMRs), complications to live births ratios and case fatality ratios (CFRs) were computed from data recorded during 2007 and 2009 in 31 upgraded public sector health facilities across Pakistan. The facility-level MMR declined by about 18%; both the number of Caesarean sections and the episodes of complications as a percentage of live births increased; and CFR based on (...) Caesarean sections and episodes of complications declined by 29% and 37%, respectively. The observed increases in the proportion of women with complications among those who come to these facilities point to a reduction in the delay in reaching facilities (first and second delays; Thaddeus & Maine, 1994); the decrease in CFRs points to improvements in treating obstetric complications and a reduction in the delay in receiving treatment once at facilities (the third delay). These findings point to a decline in maternal mortality risks among communities served by these facilities. A system of woman-level data collection instituted at health facilities with comprehensive emergency obstetric care is essential to monitor changes in the effects of any reduction in the three delays and any improvement in quality of care or the effectiveness of treating pregnancy-related complications among women reaching these facilities. Such a system of information gathering at these health facilities would also help policymakers and programme mangers to measure and improve the effectiveness of safe-motherhood initiatives and to monitor progress being made toward achieving the fifth Millennium Development Goal. This paper reports on a systematic literature review to understand better methodologies and data collection tools used to judge student teaching effectiveness, ways in which validity and reliability are considered, the processes involved in assessing new teaching effectiveness within teacher education programmes, and how evaluation and results are used to judge readiness to teach. The accurate and consistent judgement of teaching competence during and at completion of preparation continues to be an area of increasing interest and concern. The PRISMA review (...) process identified 45 key papers. An in-depth analysis underscored several crucial factors, such as the challenge of ensuring the reliability of judgements within dynamic educational environments and the need for broader understanding and applications of reliability and dependability when making judgements. The findings of this systematic literature review hold implications that merit consideration by teacher education programmes for processes to judge teaching effectiveness. The analysis also highlighted the intricacies inherent in evaluating teaching effectiveness, alongside ongoing discourse regarding the criteria and measures for judging competence of student teachers. In the past few decades, increased awareness of environmental pollution has led to the exploitation of microbial metabolic potential in the construction of several genetically engineered microorganisms (GEMs) for bioremediation purposes. At the same time, environmental concerns and regulatory constraints have limited the in situ application of GEMs, the ultimate objective behind their development. In order to address the anticipated risks due to the uncontrolled survival/dispersal of GEMs or recombinant plasmids into the environment, some attempts have been made to construct (...) systems that would contain the released organisms. This article discusses the designing of safer genetically engineered organisms for environmental release with specific emphasis on the use of bacterial plasmid addiction systems to limit their survival thus minimizing the anticipated risk. We also conceptualize a novel strategy to construct “Suicidal Genetically Engineered Microorganisms (SGEMs)” by exploring/combining the knowledge of different plasmid addiction systems (such as antisense RNA‐regulated plasmid addiction, proteic plasmid addiction etc.) and inducible degradative operons of bacteria. This paper considers reductions between types of numberings; these reductions preserve the Rogers Semilattice of the numberings reduced and also preserve the number of minimal and positive degrees in their semilattice. It is shown how to use these reductions to simplify some constructions of specific semilattices. Furthermore, it is shown that for the basic types of numberings, one can reduce the left-r.e. numberings to the r.e. numberings and the k-r.e. numberings to the k+1-r.e. numberings; all further reductions are obtained by (...) concatenating these reductions. C’est la CEPT (a.k.a. “Emptiness within Emptiness”) as open-ended, performance-based cinematic project grounded in ambient architectural and scenographic utility, utilizes a semi-abandoned building (badminton court) in Ahmedabad, India, origin of the School of Architecture (c.1962), later CEPT University, for a polemical and tragi-comic investigation of the vagaries of institutional memory, inclusive of intentional repressions. The pseudo-psychoanalytical prospects of the project question whether “emptiness” is a concept relative to subjective versus objective states. By hypothetically placing one form of emptiness within another (...) – i.e., via submission of the theatrical-cinematic work to a design competition for an installation at the EMST, a never-opened museum in Athens, Greece – an empty “ancient” building in India (the East) is conjoined with an empty new (i.e., never-opened) building in Greece (the West), the conflation becoming a means for doubling the subjective states under investigation and inducing hoped-for catharsis on all accounts. The medical devices industry is one of the fastest growing sectors of healthcare industry with a large market, a wide variety of products and growing applications. In Malaysia, this industry is a major contributor to the economy and government initiatives support its growth to position Malaysia as a medical device manufacturing hub in the Asia-Pacific region. There are more than 180 manufacturers of medical devices in Malaysia involved in the production of sophisticated devices such as orthopedic products, surgical instruments and (...) dialysis machines. Local companies are moving towards complying with internationally recognized quality standards such as ISO 13485 as an attempt to penetrate the global market. However, there is a religious need to provide medical devices that are certified halal in order to cater to the needs of Muslim consumers who make up 64.3% of the Malaysian population. It is an advantage that Malaysia halal certification industry is well-developed and recognized as a model all around the world. Malaysia shows a strong industrial manufacturing potential for a wide range of halal products. The availability of supporting industries thus provides Malaysia with the ideal conditions to develop into a medical device hub in Asia as well as to establish a global acceptance model for halal medical devices. This paper will discuss the ethical aspects of developing halal medical devices for the needs of Muslims in Malaysia and other Islamic nations. (shrink)

On the life and works of Rayacandabhai Ravajibhai Maheta, 1868-1901, Jaina philosopher, on Jaina philosophy and self-realization in Jainism.

The Jains and their texts play a key role in the literary histories of the Tamil-speaking region. However, in their modern form, dating from 1856 to the present, these histories have been written almost exclusively by non-Jains. Driving their efforts have been agendas such as cultural evolutionism, Dravidian nationalism or Śaiva devotionalism. This essay builds on ideas articulated by the contemporary Tamil theorist K. Civatampi, examining how various models of periodization have frozen the Jains in the ancient past. Further, it (...) will explore how this unfolding historical drama, which gloriously climaxes in Tamil literature, has attributed the Jains, as dramatis personae , merely a role in early Jain texts; their role as communities transmitting these texts has been ignored. In contrast to this typical pattern, this article will also introduce a literary history written in 1941 by the Jain A. Cakravarti Nāyaṉār (1880–1960). It will explore whether or not his voice, which emerged from within the same academic community contributing to the strange absence of Jains in the contemporary awareness of Tamil literary, was successful in finding another way for Jains of being heard, and for non-Jains, of listening. The Pāli expression khaggavisāṇakappo may either mean ‘like the rhinoceros’ or ‘like the horn of the rhinoceros’. It occurs in the refrain eko care khaggavisāṇakappo at the end of each stanza of the Khaggavisāṇasutta and its parallels, and the refrain has been translated by some as ‘one should wander alone like the rhinoceros’ but by some, including K.R. Norman, as ‘one should wander alone like the horn of the rhinoceros’. K.R. Norman has however set out his reasons for regarding ‘like (...) the rhinoceros horn’ as the correct translation, and for ‘like the rhinoceros’ as wrong. The present article critically discusses Norman’s reasons, concluding that the expression khaggavisāṇa may be regarded as a deliberately ambiguous compound meaning both the rhinoceros and its horn, or perhaps as a single expression meaning ‘rhinoceros’. The zoological facts are considered, as well as the difficult etymology of khaggavisāṇa, its contextual meaning, its meaning in Jain parallels, and its discussion in Pāli commentaries. The article concludes that ‘like the rhinoceros’ is in fact a correct translation. (shrink)

Although Indic perspectives toward nature are now well documented, climate engineering discussions seem to still lack the views from Indic or other non‐Western sources. In this article, I will apply some of the Hindu and Jain concepts such as karma, nonviolence (Ahiṃsā ), humility (Vinaya ), and renunciation (Saṃnyāsa ) to analyze the two primary climate geoengineering strategies of solar radiation management (SRM) and carbon dioxide removal (CDR). I suggest that Indic philosophical and religious traditions such as Hinduism, Buddhism, (...) and Jainism offer ethical concepts to call for humility in all acts of climate engineering leading to a favoring of CDR over SRM and a favoring of lifestyle changes (particularly vegetarianism) over both. I demonstrate these concepts by introducing the five great elements from the Hindu philosophy, two Hindu legends from Hindu mythology, the Indic ethical ideas of karma, renunciation, and humility, and the moral authority of Gandhi. This essay is conceived as a contribution to the academic debate on the ethical status of mystical traditions with regard to Jain asceticism in particular and—through comparison of Jain with Advaita Vedanta asceticism—to ideologies of radical quietism more generally. For both Jain and Advaita Vedantic ascetic traditions, the material world, and particularly the body, are the primary obstacles to spiritual development. We deal with the social, physical, and environmental implications of such a worldview, rather than with the (...) practice or the phenomenology or the doctrine of mysticism, which we grant to be an accurate reflection of a particular kind of cosmic experience. We address ethical issues, not metaphysical ones. In our discussion of Jain asceticism, we demonstrate that the basic problem (and promise) of quietism, in almost any cultural form, is the shocking realization it can occasion that the Real has absolutely nothing to do with the social or with any sort of ethical action. We argue that Jain asceticism cannot function as an adequate resource for contemporary ethics. Our normative concerns lie exclusively with the adequacy of Jain quietism in supporting a stable global community and a sustainable natural environment. One can be mystical without being ethical, and ethical without being a mystic. We conclude that the truths of quietism are both very profound and profoundly nonethical. (shrink)

Gier's second book in the SUNY Series in Constructive Postmodern Thought, edited by the eminent Alfred North Whitehead scholar David Ray Griffin. It is a remarkable exercise in comparative philosophy (...) that attempts to come to terms with M. K. ("Mahatma") Gandhi's moral philosophy in light of the Chinese, European, and Indian traditions.According to Griffin, writing at the beginning of the present volume, Constructive Postmodernism, like the deconstructive, relativistic, and eliminative versions, takes a critical stand toward the modernist, Galilean-Cartesian-Baconian-Newtonian worldview and the associated ideal of a unitary (technologically supported) conception of human progress. Constructive Postmodernism departs from the alternative versions in its efforts to "overcome the modern worldview not by eliminating the possibility of worldviews (or 'metanarratives') as such, but by constructing a postmodern worldview through a revision of modern premises and traditional concepts in the light of inescapable presuppositions of our various modes of practice" (p. xiii). In the place of phenomenalism and the primary-secondary quality bifurcation of the modern period, constructive postmodernism embraces both non-sensory perception and organicism (p. xii). As a contributor to this series, Gier thus sets himself the project of explicating Gandhi's ethics as a species of Constructive Postmodernism.Gier opts to elaborate Gandhian, postmodern ethics in terms of early Buddhist thought (p. 3). This provocative option is motivated for Gier by his twin convictions, which he attempts to argue for throughout the book: (1) that a substance conception of self (characteristic of much Hindu and Jain thought) is not capable of explaining the moral cultivation and progress so essential to Gandhi's program (p. 6), and (2) the "Vedāntist philosophy, particularly the Advaita Vedānta with which Gandhi is usually associated, cannot support [an] action-context" ethics that emphasizes the dynamic importance of both theory and the facts on the ground—a program captured by Gandhi's idea of satyagraha (p. 3).Having stated the parameters of his project in his "Introduction," Gier in his first chapter, "Gandhi as a Postmodern Thinker," argues that "[a]lthough some evidence of a deconstructive postmodernism may be discerned, Gandhi is best allied with the constructive school of postmodernism" (p. 27). In the Hindu view, according to Gier, ahiṁsā is "relativized"—that is, its nature and scope are defined relative to social and ritual contexts and self-interest (e.g., ritual slaughter is an occasion when the general prohibition against killing is suspended in the context of "Hindu" ethics).
